June 5, 2007 Meeting at Pizza Ranch

Attendees: Heath Schnee, Don Davisson, Cindy Fredrich, Chuck Voorhees, Laura Schoen Carbonneau, Michelle Hanig, Ryan Krueger and Rachel Olson

Heath called the meeting to order.

The last meetings minutes were approved.

Treasurer’s report was given.

There was no update on the home show.

Heath contacted Dan Rice, an accountant, and Dan is checking out some of our tax forms that need to be filed each year and what we have to pay sales tax on, etc.

Heath gave an update on Vegas Night. The group had a lonnnnng discussion. It was voted upon and agreed to give Heath the ok to proceed with meeting with the Isaak Walton (Wed the 13th at 6:30—anyone is welcome to go with Heath). The following is what has been proposed: A Vegas Night for December 31st 2007. This would then encompass a New Years Eve celebration. Discussion was given to food, drink, providing transit, having a band etc. Once Heath visits with the Isaak Walton we will then proceed with our plans. One item we will be discussing is how to split the proceeds from this event. At this point it has been brought up (not approved) to give a certain percentage to the Isaak Walton, a percent to a couple builders in town that have medical needs and then keeping a portion for the Home Builders Association. One thing that Heath will discuss on Wednesday is the Home Builders getting a cut on the drinks served at this event. Please be ready to volunteer to be on this committee. If we do this it will take a lot of people to help out.

The Home Builders Association was asked if we would be interested in building a play house for Missouri Shores. Rachel Olson will get more details on whether they are looking for labor to be donated or labor and materials, what the time frame is for getting this built, where the play house will be displayed, etc.

Our next meeting will be July 24th at 6pm at Kitchen Esque, Cabinetry & Design, Inc., 208 West Capitol Avenue. This will be our July evening meeting with hamburgers and brats. The meal will all be provided. Bring a chair and enjoy some good food and networking. This meeting will be a membership drive and a wrap-up meeting for the Spring Parade of Homes. Please attend. We want to hear the good and bad on the Spring Parade of Homes and ideas for the future Parade of Homes? Do you want a Fall Parade of Homes?? The people on the food committee for this meeting are: Chuck, Laura, Michelle and Cindy. Heath, Ryan and Michelle will provide grills.

May 1, 2007 meeting at Pizza Ranch

Attendees: Heath Schnee, Brian Kenzy, Don Davisson, Cindy Fredrich, Josh Leiberman, Dona Mae Johnson, Chris Anderson

Heath called the meeting to order.

The last meetings minutes were approved.

We welcomed a new member Chris Anderson from Nystrom Electric and MN Communications.

The Parade of Homes was a success. 85 individuals turned in cards with 46 individuals having cards stamped at each home. The winner of the $50.00 gift certificate from Dakotamart was Paul Denke and the winner of the Supper gift certificate & 2 movie passes was Lorraine Kintz. A decision was made to have a fall parade of home the first weekend in October and to start planning in July or August. We will have a cook-out in July at Kitchen-Esque to receive feed back from participants in the parade and to draw new members. The date will be announced at June’s meeting.

Brian gave a reminder about stubbing in for electrical work.

Jeane Wharton wasn’t present so we didn’t have a State Meeting or Legislative Update.

Heath is currently working with a CPA regarding holding a Vegas Night Benefit.

The Home Show Committee is still working on ideas for our home show. It is slated as a future project with out a current headline. If anyone has any suggestions contact Dave or Chuck.

April 4, 2007 Evening meeting held at Pier347

Meeting was called to order.

Old Business:

Membership Plaque: Discussion was held about the charter membership plaque. It was pointed out that the plaque doesn’t have a title or an establishment date. It was also decided that the plaque will be kept month to month since it is considerably large and heavy.

Parade of Homes Update: The homes on the parade have been numbered. An explanation was given on how the homes were numbered; from left to right on the map starting in Fort Pierre. Advised that if anyone still wanted to place an ad in the flyer or insert to contact the Capital Journal by April 6th. Also, KGFX radio was given a list of members and that they would be contacting individuals to see if they would like to co-sponsor radio ads for the parade. Heath will bring containers for the donation jars. We will be meeting on Friday, April 20 to put up signs and pennants.

OHBA window decals: Final discussion was held about the OHBA window decals. Dawn will have them cut and then bring to the meeting so everyone may have one.

New Business:

We welcomed a new member to our organization Ron Olfert whose company name is Brick Man Inc.

Legislation Updates: Statewide this year there was 40 different pieces of legislation worked on. Bill HB1196 was signed by the Governor on Monday (concerning Notice Of Repairs giving homeowner and contractor 30 days to negotiate repairs before any legal action occurs). Some of the legislation that will be worked on next year will be regarding Statewide Licensing and Lien Laws.
There will be a national level meeting in Rochester, NY in May. A main concern that will be brought up at that meeting will be about requiring sprinklers systems in all residential homes which isn’t required at the moment. This new code requirement is receiving a lot of backing from Fire Prevention Committees and Sprinkler System Companies. If anyone from the local board is interested in attending this national meeting there are scholarships available to help pay for some of your expenses. Please contact Jeane for more information.
Heath mentioned for the records that Josh Leiberman is not the local member on the legislation committee that he just expressed an interest in it. If anyone is interested please let Heath know.

We received a letter from the Paint SD campaign, decided not to participate this year.

Home Show Update: Dave Hauschild attended the Home Show in Rapid City; he came back with some ideas for our own home show to build held in the future.

Vegas Night: Still looking for ways to hold the Vegas Night, Heath will keep us posted.

Called meeting to order and approved last meetings minutes.

We welcome Chuck Voorhees to OHBA, he is the new loan officer at Farm Credit Services.

Old Business:
Discussion was held about the traveling charter member plaque current schedule which would carry out into 2009. Suggestion was made to shorten schedule time to 2 weeks instead of 1 month per member. No action made.

Josh Leiberman has been representing our local board at the legislation committee meetings. OHBA thanks you Josh for your time and effort.

A volunteer is still needed to sit on the by-laws committee.

OHBA window decals are in. They can be picked up at Burke Real Estate or at the next meeting.

Parade of Homes Report: Have 10 applications in of those applications we have received payment for only 7 entries. Extended the final deadline to March 23rd; applications must be postmarked or in a members hand by that date, no exceptions.
Met with the Capital Journal, the advertising will be similar to last years supplement to the paper “Spring Spruce Up” but it will be called Spring Parade of Homes. Andrew from Journal will do some articles on different builders & homes. Deadline to be in the supplement is April 6th. The flyer will come out on April 17th. The Journal requested for OHBA to give them a budget amount that we will spend on pre-advertising the event and they will give us supplement money towards those ads. Dawn Iversen requested that we budget at least $300.00 towards the pre-advertising. It was decided that another Parade committee meeting will be held on Tuesday, March 27th at 5:30 pm at Pier 347. We will then have a proposed final budget for pre-advertising, pennants and posters needed for the parade. A final count on the homes in the parade will also be available then.

New Business
We discussed about having a fundraiser event for Swede Sporrer to help defray his medical expenses. A motion was made and passed to have freewill donation containers at the houses on the parade of homes. Heath will be in charge of getting a picture of Swede to put on the containers.

OHBA received requests for donations from the Riggs Post Prom Party Committee and Capital Area Counseling Service. No action was taken.

Future events were discussed; ideas talked about were a Vegas Night, a Fall Parade of Homes and a Home Show. A committee was formed to do research on future events. David Hauschild and Chuck Voorhees are the committee members.

The next regular meeting will be held on Tuesday, April 3rd, 5:30 pm at Pier 347.

July Meeting Minutes � A motion was made and passed to approve July�s minutes.

New Business

Beadle County Inclusion � It was discussed at Beadle County to our chartered territory. Advantages
suggested were increased membership draw, with disadvantages being increased travel distance across our
territory. A decision was not reached and topic was tabled until further discussion.


OHBA Plaque � Travis Paulson displayed an example of a granite plaque which could be used to list charter
members of OHBA. It was suggested that the example be available for view at the OHBA social mixer for
prospective members.

September 21st Social Mixer � The Office Bar in Fort Pierre was voted and passed as the event location.
Possibility of advertising in the local newspapers was discussed. Jeannie Wharton will be contacted to
discuss options.

Donation of $100 to OHBA � The Membership Committee & Susan Hilmoe graciously donated $100 to
be used for the Sept. 21st OHBA Social Mixer.

OHBA Website � Any member or prospective member should check the website to ensure that their link is
correct. Don Davison should be contacted if link is incorrect or not working properly.

Parade of Homes � Black Hills Association of Home Builders sent a power-point presentation and notes on
how to conduct a successful parade. It was voted on and accepted that the power-point will be presented at
the September 21st OHBA social mixer. Dan Dunagan will bring a laptop and projector for the
presentation.

Next Meeting- The next meeting will be August 12th, 2006 at the Pizza Ranch at 11:30 am.

Local Parade of Homes � Idea suggested by Bruce Peterson about putting on a local parade of homes to
showcase different builders work. A kit which would help the OHBA is available for purchase through the
NHBA. Further discussion on this topic in future meetings.

Guest Speaker � Kirby from the City of Pierre

Topic � Egress Residential

Following points discussed:

� Contractors can come in and tell him under which code they wish to build IBC (abides by sprinkler code) or IRC (exception to sprinkler code which provides minimum requirements to safeguard the public)
� �Egress� � Window/Dorr that provides a point of escape and rescue (window needs to have a minimum of 5.7 sq. feet, w/ a minimum height of 24 inches and a minimum width of 20 inches. Window seal height maximum of 44 inches. Window wells for egress windows � if they are too tall they need to have a ladder with rungs that are not over 18� apart, stairways are not allowed to have over a 12� rise. August Meeting Minutes – A motion was made and passed to approve August’s minutes.

New Business

Jeane Wharton – The International Home Builders show will be held in Orlando, Florida in February of 2007. Discount rates for hotels through NHBA will be available to members. Web-links for more information can be found through OHBA website.

Mary Steffen – Dudely’s was chosen as the location of the September Social Mixer instead of The Office Bar. Mary Steffen and Dawn Iverson will be cooking for the event. Mary and Dawn will also do table tents for the sponsors.

Parade of Homes 2007 – Discussion of possible fundraiser events for a parade of homes in 2007. A Vegas night was suggested. Also, the Sioux Falls Association charges $400 to each builder to display a home in the parade. They also charge advertisement fee’s for the map booklet.

Logistics committee for 2007 Parade of Homes – Committee consists of the following members: Dan Dunagan (chair), Rachel Olson, Donna Mae Johnson, Jeff Johnson, Mary Steffen, Dawn Iversen. This committee will work on planning and other logistics for the spring 2007 parade of homes event.

Fundraiser committee for 2007 Parade of Homes – Committee consists of the following members: Cynthia Fredrich and Rachel Olson. This committee will work on fundraising events for the spring 2007 parade of homes event.

SDHBA annual meeting - annual meeting for the SDHBA will be in Brookings on November 4th. Meeting will start on Friday, and will be followed by a pheasant hunt on Saturday. Meetings will be conducted at the Brookings Inn with a tour of Avera Sun as well. Contact Jeane Wharton for more information.

Kirby, Code Inspector for the city of Pierre – discussion on Certificate of Occupancy document that is needed by Home owners. Currently this is the contractor’s job to advise home owners on getting this. All banker members present agreed that they will work to inform customers of this as well. There have been some changes to the IRC/IBC codes from 2003 to 2006 in Pierre & Ft. Pierre. Changes haven’t been approved as of yet. Kirby notified the association and its members that he will no longer do inspections for the County as of January 1st, 2007. Mel Placek will be the new inspector for the county

Travis Paulsen brought in a sample of the plaque that will be made with the Charter members names. This was passed around. Cindy Fredrich will put the list together of all names that should appear on the plaque. Then she will have each member sign off on the information so that it is all listed correctly. Once this information is given to Travis he will get us an estimate for the cost of the plaque so that we can approve this and get the plaque completed.

The web site was discussed. Members please go to the website and verify your information is correct. If the information is not correct please contact Don Davisson at 224-6613. Also, there is much valuable information on the website. Please take the time to look at it. It has information about the Florida convention and information on upcoming meetings and past minutes. Lots of good, valuable information.

October 3, 2006—Last day to sign up as a Charter Member. Contact anyone who still may want to be a charter member. After today new members will have to have a sponsor in order to be able to join.

Mixer—THANK YOU everyone for your help, donations and for attending. It was a success! We had 2 new builders join. That puts us 1 away from being an association.

Parade of Homes—it has been decided to proceed with a Spring Parade of Homes. The first planning meeting is set for October 6th at 11:30 at Pizza Ranch. Anyone who would like to be on the committee is invited to attend. Builders this is the time to put your thoughts into planning your Parade of Homes. Brian Kenzy from the City of Ft. Pierre again requested that banks and builders help the customer remember to get an occupancy permit. Also, Brian and Kirby are working on some other changes and once they become official they will be discussing it at a future Home Builder meeting.

• Meeting Minutes for October 6, 2006 – Parade of Homes Committee

Committee Members Present:

New Business

The committee established April 21st (10am to 4pm) & April 22nd (1pm to 4pm) as the dates for the Spring
Parade of Homes.

Committee discussed criteria for homes that should be allowed in the spring parade of homes. The
following was established:
• Home must have been built & completed within two years from date of the spring parade.
• Homes with major renovation projects are acceptable – Builders will be in charge of what is considered a major renovation.

Committee discussed the cost will be $300 per home for a builder member to showcase a home in the parade. Cost for non-builder members will be $600 per home.

Committee discussed subcontractor participation in spring parade. Agreed that subcontractors who are members of the OHBA are allowed to showcase their work and company name free of charge with builder permission. A charge of $300 to non-OHBA member subcontractors for showcasing their work and company name.

“Parade of Homes” yard signs will be provided by the OHBA, as well as flagged banners.

Discussed getting local newspapers and radio stations involved for advertisement purposes. Lois Reis and Lisa Williams of the Capital Journal were invited by Donna Mae Johnson to the next meeting. Mary Steffen is working on inviting someone from one of the radio stations to the next meeting.

The committee also discussed creating a sample builder application for the spring parade of homes. A sample application has been created using the Lewis & Clark HBA application as a template. The application has been attached and will be reviewed at the next meeting.

Committee discussed creating a logo for OHBA that can be put on the sample application. Ryan Krueger will be checking with Abby Campea in regards to this.

• Meeting Minutes for October 19th, 2006 – Parade of Homes Committee

Old Business

Meeting minutes from the October 6th Parade of Homes committee meeting reviewed and accepted.

New Business

Committee met with representatives from the local newspaper The Capital Journal to discuss
advertising for the spring parade. A copy of the 2006 Lewis & Clark Home Builders Association
Spring Parade of Homes newspaper map from the Yankton Daily Press & Dakota was provided as
an example. The representatives for The Capital Journal said that they would be happy to do
something similar and would take over the responsibility of gathering advertisers to cover the costs.
The Capital Journal will start selling advertising space to local contractors in late February 2007.

Committee met with a radio representative to discuss advertising for the parade as well. Public
announcements are available and the committee is optimistic about using this as a tool to educate
the public about the upcoming parade. The radio will put together a package that they will sell to
contractors for advertising space with the message. The radio station is also capable of doing live
broadcasts at some of the showcased homes. The cost for a live broadcast is $400 for a three hour
slot with twenty five separate thirty second commercials. It was discussed that the “Dakota Cruiser”
van could be used for the live broadcasts and could move from house to house in between
commercials.
*Committee discussed that if the builders wanted to they could bid for the live broadcast to be at their featured property. It was determined that this would be left for discussion and vote at the next OHBA meeting.

In order to attract as many individuals from the community the committee discussed that this first parade should be free of charge to the public.

Committee determined that February 15th, 2007 will the deadline date for builder applications to have a home included in the spring parade.

Corrections to the builder application have been made and is attached for OHBA review. Once application has been approved by members of the OHBA and a logo has been attached the final draft of the application will be submitted for review.

Meeting minutes from November 7th, @006

Meeting was called to order by Heath Schnee.

Old Business:
Meeting minutes from October—a motion was made and passed to approve October’s minutes.

New Business:
Discussion on nightly meetings, one every quarter in order to draw more individuals who can’t make it to the day meetings. Nightly meetings would be on the first Tuesday of every quarter. If the nightly meeting were to fall near a holiday, the meeting would be moved to the second Tuesday. This item was only discussed and was not voted into order.

The charter membership plaque was discussed. It was voted and approved that the city’s of Pierre and Ft. Pierre would be granted membership free of charge and would be placed on the charter membership plaque.

Spring parade of homes update was given by Dan Dunagan. Progress made and next steps were presented to the members.

Official logo was voted into order. Members present voted to accept “logo #1” as the official logo for OHBA. Below is the official logo of the OHBA:


Speakers:

Brian from the city of Ft. Pierre spoke in regards to the state plumbing take over of inspections in Hughes & Stanley County. As of Jan. 1st, 2007 Kirby will still do building inspections but not plumbing for the counties. Kirby will still do the plumbing inspection for the City of Pierre.

A sticker decal of the OHBA was discussed for use on builder vehicles/trailers. This item was tabled do to time, and was not voted upon.
